Package was short one tip.
These are made in China and apparently they can not count to 12. My package only had 11 brass tips. Not worth the trouble of Amazon's notoriously tedious return process. I should have dug deeper before buying a Chinese product. Here again, Amazon does not like to make it easy to find the country of origin on their advertised sites. Just beware it is coming from China so beware.
